Random Drug Testing
Liberty Hill ISD administers a random drug-testing program for students in grades 9–12 who participate in designated school-sponsored extracurricular activities or hold a campus parking permit. The program applies to eligible students at both Liberty Hill High School and Legacy Ranch High School.
The program is administered in accordance with Liberty Hill ISD Board Policy FNF (Local) and is intended to support a drug-free educational environment, deter the use of illegal and performance-enhancing substances, and educate students about the harmful effects of drug use.
Who Is Subject to Random Drug Testing?
Random drug testing is required for students in grades 9–12 who:
- Participate in designated school-sponsored extracurricular activities; or
- Request or hold a permit to park a vehicle on school property.
Covered extracurricular activities include UIL athletics, UIL academics, band, cheerleading, choir, theater, dance, FFA, FCCLA, DECA, Student Council, and National Honor Society. Students are randomly selected for testing throughout the school year.
Required Annual Consent
Before a student may participate in a covered extracurricular activity or receive a campus parking permit, the student and their parent or guardian must annually provide consent to participate in the district’s random drug-testing program. Students without the required consent are ineligible to participate in covered activities or to receive a parking permit.
How Random Testing Works
Students are selected through a random selection process administered through the district’s drug-testing provider and do not receive advance notice of the testing date or time. Random tests may be conducted throughout the school year.
The district’s procedures allow for the collection of biological samples, including urine, hair or saliva. Testing may include nicotine/cotinine, marijuana, cocaine, methadone, amphetamines, methamphetamines, and opiates.
An initial positive result must be confirmed by a second test of the same specimen before being reported as positive.
Confidentiality
Drug-testing results are confidential and are disclosed only to the student, the student’s parent or guardian, and designated district officials who need the information to administer the program.
Results are maintained separately from the student’s academic record and are not otherwise disclosed except as required by law.
Positive Test Results
When a confirmed positive result is received, the district will meet with the student, parent or guardian, and the appropriate coach or activity sponsor, when applicable, to review the result and discuss next steps.
A student or parent has five school days following the meeting to provide a medical explanation for a positive result.
Drug-testing results are used to determine eligibility for extracurricular participation and campus parking privileges. Positive drug-test results are not used to impose academic penalties or disciplinary sanctions. Separate violations of the Student Code of Conduct remain subject to applicable district policy.
Consequences
Consequences depend on the substance involved and the number of confirmed positive results.
For nicotine/cotinine, initial consequences focus on required drug-awareness and education. Subsequent confirmed positive results may result in suspension from extracurricular or school-sponsored activities and suspension of parking privileges.
For non-nicotine substances:
- First confirmed positive: 21-calendar-day suspension from extracurricular or school-sponsored activities and parking privileges.
- Second confirmed positive: 42-calendar-day suspension.
- Third confirmed positive: Suspension for the remainder of the school year.
During applicable suspension periods, students may participate in practices but may not participate in competitive activities or performances.
